Study material sample: The Banking System in Saudi Arabia

Summary

Understand how Saudi banking history, licensed financing, technology, payment infrastructure and consumer protection fit together. Historical facts follow the May 2025 curriculum; dated rules and figures are kept distinct from current regulatory requirements.

What the exam focuses on

  • Match a service to its regulator, provider, product and payment function.
  • Explain milestones and the purpose of digital controls rather than memorising dates without context.
  • Apply the five market elements to a household-finance case.

Common traps

  • 1952 is establishment; 1966 is the Banking Control Law; 2020 is the new central-bank law and name. Do not substitute one milestone for another.
  • An article number without its instrument is incomplete: Article 2 of a law is not necessarily Article 2 of its implementing regulation.
  • Digital means a delivery model, not freedom from licensing, identity checks or risk controls. A finance app is not automatically a bank.
Show 3 more
  • Mada routes retail payments; SARIE concerns transfers and settlement; BNPL is finance. Credit assessment and complaints are different functions.
  • Historical bank counts, capital figures and superseded rule articles belong to their stated edition. They are not universal current thresholds.
  • No consumer term cost in the BNPL definition does not mean no repayment obligation. Digital certification also does not guarantee financing approval.

What distinguishes 1952 from 2020 in SAMA history?

Establishment versus the new central-bank law/name; SAMA acronym retained.

What are the three central-bank objectives in Article 3?

Monetary stability; financial-sector stability/confidence; economic growth.

What makes a bank digital under the 2020 guidelines?

Banking business mainly through digital channels; other licensing requirements remain.

What 2019 Article 30 testing triggers does the curriculum cite?

Before first use and after changes; study as a dated rule version.

Which historical system began in May 1997?

SARIE: interbank transfers and settlement through SAMA accounts.

Name the five retail-finance market elements.

Legislation, providers, products, buyers and professional competencies.

What does digital certification establish—and what remains separate?

Trusted identity/transaction authentication; financing suitability and approval remain separate assessments.
