Hadeer Desalination Co. is preparing the first risk-identification workshop for a pump-station upgrade. A shortlisted supplier proposes a benchmark showing unusually low equipment failure rates. The summary names no publisher, collection period, or underlying source, and the procurement lead points out that this supplier's last three deliveries were on time. Before the benchmark is used as an input to risk identification, what should the risk manager do?

Study material sample: Risk Strategy and Planning
Summary
Strategy makes risk decisions consistent before individual risks are ranked. Establish the evidence base, project context, acceptable exposure, roles and review rules. A sponsor’s enthusiasm does not replace an agreed threshold or a mandatory constraint.
What the exam focuses on
- Review historical records for relevance and provenance. A similar project is useful evidence only where its conditions are comparable. Assign specialist document analysis to people with the relevant expertise.
- Assess organizational assets, environmental factors and lifecycle. In a hybrid project, review risks at the decision points used by each component rather than imposing one calendar without analysis.
Common traps
- Copying a prior plan without testing its assumptions.
- Treating high appetite as permission to ignore a mandatory constraint.
- Measuring success only by the number of risks logged.

What is the first test of a historical benchmark?
Its source, collection conditions and relevance to this project.
Does a risk category imply priority?
No. Categorization and prioritization answer different questions.
How do appetite and thresholds relate?
Project thresholds translate organizational willingness into usable decision boundaries.
What distinguishes an RBS from a responsibility matrix?
An RBS organizes risk categories; a responsibility matrix assigns roles.
What should a useful risk metric support?
A relevant decision or assessment of effectiveness, with a clear and consistent basis.
