Last verified: 18 October 2026. Fees and procedures can change, so confirm them on the Foundation Level page of the Saudi Real Estate Institute (SREI) and the Real Estate General Authority (REGA) e-services before you pay. This is an independent guide; it is not affiliated with REGA, SREI or the National Center for Assessment (Qiyas), and it cannot register you or issue your license.

The journey at a glance

  1. Create an account on the SREI portal, enrol in the three mandatory programmes and attend them online.
  2. Sit the comprehensive exam in person at a National Center for Assessment (Qiyas) test centre.
  3. After passing, apply for the FAL brokerage and marketing license through REGA's e-services within one year of your certificate.

SREI notes that programme fees on the new track are lower than on the previous one (SAR 2,127.5). When you apply for the license you can choose a term of one to five years and pay the fee for each year.

Step 1: Enrol in the training programmes

ProgrammeLength
Real Estate Brokerage2 days
Real Estate Marketing4 days
Fraud and Anti-Money Laundering in Real Estate2 days
  • You enrol only through your SREI portal account: choose the programme and check its dates, add it to the cart, read the withdrawal terms, then pay. The course usually appears under "My courses" within two hours of payment.
  • All programmes are live online, and you can take them separately and in any order.
  • The training certificate service requires actual attendance of at least 75% of the programme hours.
  • Each programme has its own certificate with no expiry date, but it gives you one year to issue the related license, so do not leave a long gap between the programmes, the exam and your application.
  • The two optional programmes (Ejar, and Introduction to Real Estate Financial Solvency Calculation) are not license requirements.

Step 2: The comprehensive exam

  • A computer-based, in-person exam at National Center for Assessment centres across the Kingdom's regions; there is no remote option. SREI says this is to verify the candidate's identity and keep the exam fair.
  • The fee is SAR 150.
  • After you finish the programmes, follow what SREI sends to your account or by message to book your exam slot.
  • Bring a valid national ID and arrive well before your slot.
  • The exam has 35 questions in 45 minutes. Okaz newspaper quoted REGA as setting a 70% minimum to pass.

Step 3: Issue the license

Requirements for the FAL brokerage and marketing license for individuals, according to the service page and the Implementing Regulations of the Brokerage Law (Article 3):

  • Aged 18 or over, with a valid national ID.
  • Full legal capacity, and no conviction for a crime involving honour or trust unless you have been rehabilitated.
  • Completion of the qualification programme, which is now the Foundation Level (the three programmes and the comprehensive exam).
  • Payment of the fee: SAR 300 per year.

Note: REGA's service page still lists the old-track courses (brokerage, marketing and digital marketing) and has not been updated yet. For new applicants since 1 September 2026, the reference is the Foundation Level as announced by SREI.

You apply online: create an account on REGA's platform, complete your profile, choose the service type, fill in the application and submit it. The Implementing Regulations (Article 5) say the application is reviewed within 7 working days of being complete; if REGA asks for more documents you must provide them within 7 working days or the application is treated as rejected, and the fee is refunded if it is rejected.

The establishment license requires a valid commercial registration that includes the real estate brokerage activity (code 682010), a responsible manager who has completed the qualification programme, and SAR 1,000 per year.

License term and renewal

  • The license runs for one year and may be extended up to five years (Article 7 of the Implementing Regulations).
  • Apply to renew within the 60 days before the expiry date, after paying the renewal fee (Article 8).
  • Holders of a valid license renew by paying the fee only; they are not required to join the Foundation Level.

The transition period (18 July – 31 August 2026)

The transition period has ended, but if you had started on the old track, this is what SREI announced for each case:

SituationHow it is handled
You completed one or two old-track programmesYou could finish the rest on the old track during the transition period; after it, the Foundation Level applies, and what you completed is credited under the published equivalency rules
You completed all old-track programmes but did not issue the licenseYou could issue the license on the old track; after the transition period, the Foundation Level applies
You submitted your application on the last day of the period and completed its proceduresIt is handled under the old track
You wanted to move to the new trackSwitching was optional during the transition period

SREI said affected candidates would be notified. If you are not sure where you stand, ask SREI before you buy any programme.
