Try 10 free questions and see your levelInformation last checked: 1 November 2026. The numbers in this plan come from the Public Prosecution test page on the Qiyas website (2019 archive copy), the most recent official description we found, so check with the organiser before your test. This is an independent guide, not affiliated with the National Center for Assessment (Qiyas), the Public Prosecution or any government body, and it does not guarantee any score.
This test has no pass mark: your score is sent to the Public Prosecution to rank candidates, and if you sit it more than once your highest score is sent. So the goal of this plan is to raise your score in every part as far as you can, not to clear a minimum.
The numbers your plan is built on
| Item | What the official page says | What it means for your study |
|---|---|---|
| Questions | 149 multiple-choice questions, on paper, in Arabic | Each question is worth less than 1% of the score |
| Time | 2 hours 30 minutes (150 minutes) | About one minute per question |
| Calculator | Not allowed | Practise mental arithmetic from day one |
| Parts | General abilities (verbal and quantitative), academic knowledge (Sharia sciences and law), and personal skills and traits | The third part has no right answers, so we do not write practice questions for it |
In the practice tests on this site we split the 149 questions like this: verbal 30, quantitative 30, Sharia sciences 45 and law 44. Sharia and law together are about 60% of the test, so they take the biggest share of your time.
Start by measuring where you are
Before any studying, take the 10 free questions without registering. You will see where you stand today and which unit is weakest. That tells you where to begin: Sharia graduates usually need more time on criminal procedure and the statutes, and law graduates on criminal fiqh and usul al-fiqh. Start with your weaker side.
Sharia sciences references: what to read first
The references Qiyas lists on its preparation page are al-Rawd al-Murbi', al-Mughni, Rawdat al-Nazir and al-Ashbah wa al-Naza'ir by al-Suyuti. Order them like this:
- Al-Rawd al-Murbi' (first priority): the Book of Offences against the Person (jinayat), then the Book of Hudud, then the Book of Blood Money (diyat), then the Book of Judging, Testimony and Admission, and the chapter on ta'zir. These books sit behind most Sharia sciences questions. Go to al-Mughni when you want the detail of a disagreement on a specific issue.
- Al-Ashbah wa al-Naza'ir: the five major maxims and what branches from them, such as "hudud are averted by doubt" and "the default is freedom from liability". They are short and win you questions quickly.
- Rawdat al-Nazir: the rulings of obligation and of status, the evidences, general and specific, absolute and restricted, command and prohibition, abrogation, ijtihad and taqlid.
- Al-Sayfi, General Provisions of the Criminal System: elements of a crime, attempt, participation and grounds that remove liability.
Law references: what to read first
Start with the Criminal Procedure Law (Royal Decree M/2 of 1435 AH), because it is the heaviest law unit in these questions. Read it in this order:
- Parts 1 and 2: the principle of legality, the rights of the accused, bringing and ending the criminal case.
- Part 3: criminal investigation officers, arrest, search and flagrante delicto.
- Part 4: investigation, interrogation, detention and its limits, shelving the case and charging. This is the part closest to the work of an investigation lieutenant.
- The remaining parts: trial, judgments, appeals and enforcement.
After that come the Law of the Judiciary and the Law of the Legal Profession, then the Juvenile Law, the Anti-Money Laundering Law and the Law on Combating Terrorism Crimes and Financing, then the Law of Evidence and the Law of Sharia Procedure. You can find the texts of all these laws on the Ministry of Justice legislation portal.
If you have one to two weeks
- Day 1: take the free questions and note your two weakest units.
- Days 2 to 9: three hours a day at most: two hours on Sharia sciences and law (offences against the person, hudud and criminal procedure first), half an hour of mental arithmetic with no calculator, and half an hour of verbal. After each session answer questions on the same unit and read the explanation of every option.
- Day 10 or 11: one timed full mock exam, then a whole day on your mistakes.
- The last two days: review the legal maxims and the procedure articles you got wrong, with no new material.
If you have only one week, shorten the middle days and leave out the least frequent fiqh (family and transactions) and the detailed judicial organisation.
If you have three to four weeks
- Week 1: the free questions, then the Sharia foundation: the Books of Offences against the Person and of Hudud in al-Rawd al-Murbi', and the legal maxims. Do 20 minutes of quantitative and verbal each day.
- Week 2: blood money, judging and testimony and ta'zir, then usul al-fiqh.
- Week 3: the first four parts of the Criminal Procedure Law, then the Laws of the Judiciary and the Legal Profession. After each part, answer its questions.
- Week 4: two timed full mock exams at least two days apart, and work on your weakest units between and after them. In the final week review and do not start anything new.
If you have five to six weeks
- Weeks 1 and 2: the free questions, then all of the Sharia sciences in order: offences against the person, hudud, blood money, judging and ta'zir, then the maxims and usul al-fiqh. In these two weeks also read the chapters of al-Sayfi on the elements of a crime.
- Weeks 3 and 4: the whole Criminal Procedure Law, then the special criminal laws, then evidence and Sharia procedure. Test yourself after each law.
- Week 5: one timed full mock exam, then analyse each unit's result and go back to your three weakest topics.
- Week 6: a second full mock exam four or five days before the test, then a light review after it.
With this much time, work on verbal and quantitative at least twice a week to keep your speed steady, because calculator-free arithmetic fades if you stop.
Spreading the 150 minutes over 149 questions
The test is on paper and you can begin with the part you trust most. This is a suggested split you can try in your practice tests:
| Unit | Questions | Suggested time | About seconds per question |
|---|---|---|---|
| Verbal | 30 | 22 minutes | 44 |
| Quantitative (no calculator) | 30 | 38 minutes | 76 |
| Sharia sciences | 45 | 42 minutes | 56 |
| Law | 44 | 38 minutes | 52 |
| Filling in the answer sheet and review | - | 10 minutes | - |
- If two minutes pass on a question with no progress, mark it, move on and come back in the last ten minutes.
- Filling in the answer sheet with an HB pencil takes time, so do not leave all of it to the end.
- Sharia and law questions are settled by what you have memorised: if you do not know the issue, do not agonise, because the minutes you save go to the quantitative section.
