Last verified: 21 October 2026. Conditions can change, so check the VAT Specialist exam page on the Saudi Organization for Chartered and Professional Accountants (SOCPA) website before you decide. This site is independent; it is not affiliated with SOCPA, the Zakat, Tax and Customs Authority (ZATCA) or any government body.

SOCPA says the exam aims to measure the competence of applicants who want the VAT Specialist certificate: their grasp of the theory, and whether they have the practical skills and ability to apply it. This guide explains who can sit the exam, what official bodies say about how the certificate is used, and how it relates to SOCPA's other certificates and to a practice licence.

Who can sit the exam? Five groups

The exam is not open to everyone: the exam application service page sets out five groups, and only qualifications recognised by the Ministry of Education are accepted. These conditions were updated around 15 October 2026, so the groups in SOCPA's 2026 professional exams guide (published early in the year) are out of date; SOCPA's website is the authority.

1. Accounting bachelor's students (more than half the plan completed)

Bachelor's students in accounting majors approved by SOCPA, at recognised universities and colleges, provided they submit a statement that they have completed more than 50% of their study-plan credit hours under SOCPA's approved rules (on SOCPA's form, or a university statement that contains the form's details). In other words, you may apply before you graduate.

2. Associate diploma or higher in accounting

An associate diploma or any higher degree in accounting majors approved by SOCPA, at levels 4, 5, 6, 7 or 8 of the Saudi Unified Classification of Specialisations. The accepted majors list (ACC2022) sets out the names, including financial and managerial accounting, cost accounting, tax accounting, zakat and tax, auditing, Sharia audit and accounting information systems. This group applies directly with no further condition.

3. Economics, finance or administration (bachelor's or higher) plus 6 accounting hours

A bachelor's or higher in an economics, finance or administrative sciences major approved by SOCPA, at levels 6, 7 or 8, provided you complete 6 accounting credit hours (or what SOCPA treats as equivalent).

4. Any other bachelor's, plus 9 accounting hours and the preparatory programme

A bachelor's degree in any other major (level 6, all majors), on two conditions:

  • You complete 9 accounting credit hours, or what SOCPA treats as equivalent.
  • You attend SOCPA's preparatory programme for the professional exam, the "preparatory programme for the VAT Specialist certificate exam". SOCPA's programmes page for 2026 lists it as 12 working days (72 CPE hours) at SAR 4,140 online or SAR 5,750 in person, including VAT.

So this group's route is longer and costs more, but the programme covers the same ground as the exam: financial accounting principles, VAT and real estate transaction tax.

5. Members of international professional bodies

Holders of a fellowship from one of these bodies: AICPA, ICAEW, CPA Canada, CPA Australia, ACCA, ICAP, ICAI and CAANZ (Chartered Accountants Australia and New Zealand). An important point for this group: the exam is held in Arabic only.

SOCPA approves and updates the list of accepted majors. SOCPA's own Fellowship and Accounting Technician certificates are no longer listed as a separate eligibility group; if you hold one, work out your group from your academic qualification (usually group 1 or 2). Application steps and documents are in the registration guide.

Where is the certificate used?

This is what official bodies say explicitly:

  • SOCPA: it is a "pass certificate" showing that the holder passed an exam measuring theoretical knowledge and practical skills in VAT. The exam page has a section titled "Certificate holders".
  • Human Resources Development Fund (HRDF, Hadaf): the certificate has been part of HRDF's professional certificates support programme since April 2021. The exam page says the programme aims to encourage the national workforce, businesses and job seekers to earn accredited professional certificates in fields the labour market needs. After you obtain the certificate, HRDF reimburses up to SAR 4,600 for the certificate and SAR 8,050 for training, subject to its own conditions.
  • Exam content: the exam topics cover financial accounting principles, the Saudi tax framework, VAT scope and its accounting and tax treatment, rights, obligations and penalties, key sectors, and real estate transaction tax. In other words, the day-to-day work of people who prepare VAT returns and invoices and apply the law and its regulations.

How it relates to SOCPA's other certificates

The 2026 professional exams guide lists all of SOCPA's exams; each is a separate exam with its own certificate and conditions:

SOCPA certificateRelation to the VAT Specialist exam
SOCPA FellowshipNo longer an eligibility route in itself; the holder's academic qualification decides (usually group 1 or 2)
Accounting TechnicianNo longer an eligibility route in itself; the holder's academic qualification decides (usually group 1 or 2)
Professional certificate in IFRSSeparate exam
Professional certificate in public sector accounting standardsSeparate exam
Financial Fraud ExaminerSeparate exam
Government accounting and government audit track certificatesSeparate exams

The certificate and a practice licence

The exam page describes the certificate as a pass certificate. Licensing to provide zakat and tax accounting services to others or to open an office is a separate matter; if your goal is to offer tax services professionally, ask SOCPA about the licensing rules in force and what role this certificate plays in them, on its unified number 8004404444.

After you pass

SOCPA offers a free online service to verify the validity of the certificates it issues (v.socpa.org.sa).

VAT rules change: the Implementing Regulations reached their 10th edition in April 2025, and the new Real Estate Transaction Tax Law (Royal Decree M/84) has applied since 10 April 2025. You will need to keep up with amendments after you pass.

Before you decide: cost and effort

  • Fee: SAR 1,200 per attempt excluding VAT (SAR 1,380 with 15% VAT), with up to four resits before the preparatory programme becomes compulsory.
  • Dates: four sittings a year, each with a five-day registration window; the next available sitting is on 4 February 2027, with registration from 27 to 31 December 2026.
  • The exam: 60 multiple-choice questions in 150 minutes, in Arabic only, with a 60% pass mark.
  • Content: eight topics, the heaviest being VAT policies and scope (20–30%), and including financial accounting principles (6–13%), so anyone without an accounting background will need to revise the basics. Details are in the syllabus guide, and a suggested timetable in the study plan.

How this site helps you prepare

  • A question bank split across the eight topics in SOCPA's published exam topics, so you can see where you are strong and where you need to revise.
  • An explanation for every answer, citing the article of the law, the Implementing Regulations (10th edition, April 2025) or the ZATCA guideline behind it; real estate transaction tax questions follow the new law.
  • A free practice test with 10 free questions covering the main topics, your score and an explanation for every answer.
  • A mock exam of 60 questions in 150 minutes. They are split across the eight topics (6, 3, 3, 15, 11, 7, 10 and 5).

Start from the exam page or go to the practice area. Your results on this site are for practice only and are not official. This site does not issue certificates or register you for the exam.
